Many of the Narco ELT-10 units were installed incorrectly, with an insulator misplaced. Without the insulator, the range of the ELT signal is drastically reduced, though it cannot be discerned if only a short range test is done.
This article shows the fault and what should be and how to make it correct if the isulator is missing.
Don't assume yours is correct just because you made tests by using a handheld or the ship's radio to listen.
