Carb Heat and Cabin Heat SCAT Tube Drain holes

This is an update of a file which suggests the advisability of adding drain holes in the SCAT tubing used for carb heat and cabin heat.

Rain water collects in the tubes when the plane is sitting in rain and when being washed. It waits there to corrode the wires of the SCAT tubing and to strangle the engine with an unwanted slug of water or to surprise the cabin occupants when the water is flushed into the cabin when heat is selected.
