I recently moved a C180 into a class D airport, under a class B shelf, and within the mode C ring. It had a transponder that condition was unknown and no ADS-B. I called the local FSDO and the first thing he did was thank me for being proactive about it. The FSDO was ok with the plan of using the ADAPT ADS-B tool and also suggested I call the tower. The tower was also completely understanding of the situation and asked that I call (phone) into the tower prior to the inbound flight and once in-air with the standard announcement + announcing “negative transponder”.

Check the regulations and have your plan figured out prior to calling FSDO and tower. It worked well in my case.

Thank You for that post . I have talked to NON adsb pilots that have confirmed that phone call works at least for now.

not sure if this will work, those that are equipped (adsb out), one could fly to a airport out of the mode c ring, land and those that aren't equipped, set up a formation flight of 1-2 and follow the plane that is equipped into the convention
