ADS-B out….no transponder

So I sit here contemplating travels in my 140. It is quite close to original other than an upgraded radio. I do not have a transponder, so obviously no encoding altimeter. What have you done to make your aircraft ADS-B out compliant when in this situation? I’d love to plan for the convention in MO, but without a ADS-B out this is not an option.

My understanding if you need one you need both for the airspace.
Can’t you stay outside the mode c vail to get there?

not sure, can one land outside and one so equipped come out to you and do a formation fly in

Take a look at Title 14 Code of Air Regulations 91.225 (g) (
www.FAA.gov)
Operations within areas whereby ADS-B is required can be allowed if:
Requests for ATC authorized deviations from the requirements of this section must be made to the ATC facility having jurisdiction over the concerned airspace within the time periods specified as follows:
For operation of an aircraft that is not equipped with ADS-B Out, the request must be made at least 1 hour before the proposed operation.
According to regulations it is possible for you to attend the upcoming convention even without ADS-B if you make the proper requests as outlined in 91.225 (g).

I reached out to John G. who's the convention host about the possibility of attending the Creve Coeur convention without ADS-B.
He is going to reach out to the local St. Louis approach/departure facilities and see if there is an acceptable path to get non radio aircraft in and out of the St. Louis B airspace.
A couple ideas that come to mind is:
A. landing at an airport close to the Class B and calling the facility via phone.
or
B. perhaps a bud can meet you outside the B veil and you can fly together as a flight of two.

I got a contact today for an inspector in the local FSDO, so will try to work an approach to get a group waver, (if possible). Even if they,(the FAA), provide a waiver for ADS-B, which is possible, I do not believe they can waver the lack of a transponder/mode-c. If you have one of the very few 120's that has never had an electrical system, then no transponder/mode-c is required. We have a number antiques in the Creve Coeur area that operate in this fashion.
