I have 1946 C140 which still has this AD for the rudder horn as a 100 hour inspection. It refers to Service Letter SLN-43 which describes a fix involving bolting a stiffener PN 0411303 to the horn. It says you can add the stiffener "or its equivalent". It looks like a very simple part-just a channel that bolts to the existing horn with a couple of AN3 bolts.
Does anyone have a drawing or spec on this part?? Thickness, Material (4130?) etc. I'd like to build/install this and eliminate the recurring AD hassle.
