From my earlier post:
Another item, is the forward steering chain attachment to the rudder horn. I see that eye bolt attach method regularly, unfortunately that brings the steering chain in at the wrong angle. (and tends to bend the rudder horn). The proper install is a small stamped "S" bracket that comes off the back of the rudder horn and keeps the steering chain a bit higher and closer to the center of the rudder horn.
John C. did point out that this installation with the "eye" bolts is specifically called out in the Scott manuals and drawings. So I stand corrected in that "technically" this is an approved installation. It just seems over time that it tends to bend the rudder horn faster than the original installation. Coupled with "exhuberant" hard rudder usage while steering on the ground.

I think it is important that the nuts on the eye bolts be tightened to the point where any further tightening would cause the rudder cable fittings to bind on the rudder horn. This limits the amount of twisting force the rudder cable can apply to the horn, and minimizes the lever arm of the tail wheel chains.
