Baggage weight limitation
I’m curious about the 80 pound baggage compartment weight limit - are items on the hat shelf included in that? Extending on that, is the limitation for CG reasons or structural based on the floor? What would be the weight limit for the hat shelf from a structural standpoint?

Every hat shelf seems to be different. From what installations I've seen, the ability of the hat shelf to hold over 10-15 pounds is very suspect.
Yes, it's included in the total for your "80lbs".
The 80lb limit is a combination of structural integrity,
the ability of the cargo back wall(usually fabric) to withhold baggage materials from migrating behind the baggage area and restricting the flight control cables
and w&b considerations. (but mostly w&b)
