Top one should be accessible with the faring off. Bucking bar through the hole the bell crank ends go into for the bottom one, or, remove the fin and they're both accessible.
That said, I don't see why cherrymax rivets wouldn't be acceptable, if you can stand the ridiculing...

IMG_0937.JPG. I’m trying to send a picture of the fin spar in it’s proper position bolted to the horizontal stabilizer. It shows the rivet holes holding the elevator up stop nut plate are for flush rivets and are half hidden by the rear bulkhead.

Hey everyone, wanted to followup since it's been a week.
First off, thanks so much to everyone who responded, I'm constantly amazed at how helpful the folks in this group are!!
Last Wednesday, I completely removed the bolt from the up stop so the only thing left is that nut plate that's turned backwards. I now get 15 degrees of up travel on the elevator. It's obviously not book-spec, but it's enough to land tailwheel first. I'm probably going to leave it that way until annual since the rudder will have to come off to remove and reinstall those nutplates. The heat has finally broken here in NC, so it's time to go flying!

I also learned on Wednesday how important it is to answer the phone when Air Force Search and Rescue calls because your ELT is going off, but that's a story for another day.

Now that you have the problem nailed down, you really need to fix it correctly.
The rudder comes off very easily and the fix will not be hard at all with a rivet squeezer.
I would replace those nut plates with new too.
A couple of hours work and it will be as good as new.
