You are right; the original covers go on the inside of the cowl. The hooks should be just long enough to clear the "grill" when the spring is completely compressed.
I think if I were making a set I'd make them flat and put them on the outside. Easier to make and less stress on the grills. But, in reality, I have just used duct tape...

Makes sense. I bought a set from Scott Dennison which uses a small plate on the outside and bolts that connect through the grill with the original style covers on the inside. They are not particularly fast to take on and off if you have an unexpected warm day for example.
