I suspect your commutator problems are related to the generator being over driven. The regulator serves to limit both voltage and current output. If the field wire is shorted to ground then neither would be limited.

Thanks for all the tips... Swapped out the 20A generator for a 25A version and all is good. Stable voltage of approx 14.11 volts and the gen comes online at around 700 RPM!! Hoping that that is a good sign as I dont know the true history of the replacement gen.
