starter arm tension spring

The pull type starters have a built in spring to push the gear plunger back out away from the flywheel gear. My 140 (85hp) has a spring attached to the arm that is pulled to actuate the push button on the starter. A friends 85 hp does not have the spring attached to the arm. What gives? And if the "helper spring" on the arm is necessary, anyone have an idea as to its dimensions, etc?

They are not needed. I see them on some, but they are fastened in different places so it's hard to come up with a proper length.

Thanks Randy. Checked a third plane with a C90 and there was none there.
