Is anyone familiar with the new continental 0-200 D? its supposedly 25 pounds lighter than the regular engine and much less expensive. I am wondering if it is fully FAA certified so that it can be used my C120 or my J3Cub or is it strictly light sport and experimental

I haven't looked into this, but, my understanding is it is fully certified, for use in certificated aircraft, but you would have to develop an STC, or at least get a field approval, to install it a 120/140 or J-3. One problem you may run into is the crankshaft flange; none of the props used on the existing STC'd O200 installations will work.
