Fabric clips on tank bay?

I am recovering the wings of a 1946 140, When the old fabric was removed, there were no clips below either wing tank and the fabric was loose. I now see there are two rows of holes on each wing tank bay, parallel with the ribs, that appear they may be for wing clips, but the holes are about 1/4 inch closer together than the rest of the wing clips. Were shorter length clips made for these holes, if in fact they are for wing clips?
Also, is fabric tape to be placed over wing spars?

I also am in the process of recovering my C-140 wings. Mine is a ‘47 and may very well be different than yours. The holes for the clips in the top were all drilled to fit the clips, both the “center” member and the one on the outboard side. The bottom underneath the tank is an aluminum sheet and no clips are installed there. I used the 2” tape to reinforce the fabric over the rear spar, both top and bottom. One more sprayed coat of PolyBrush and I will be ready for silver!!! By the way, I used to live in Skiatook, I suspect we have several common friends.

The clips on mine are the same. Here is a pic before bond and fill to show where the clips were placed on the gas tank ribs. Hopefully it helps. Steve
