The vary same engine symptoms happened to me in 1983 - in a brand new diesel truck with saddle tanks. Even the dealer couldn't figure it out. As I was filling the right hand tank I happened to see a rag float by past the fuel nozzle. With an intricately formed coat hanger I was able to snag that rag after which the truck ran beautifully.

That’s crazy. Today I did a borscope inspection on the other tank and it appears to be clear of “dish towels”. I then checke the carburetor inlet screen and found it almost completely blocked. I’m amazed it ran at all. Clearly the IA that performed the annual did not check this screen ( among many other items ) one of my favorites was the rear aileron cables that were sawing not the fuselage on both sides. Clearly, he didn’t remove the inboard fairing on either side.
