I'm currently encountering some issues.
The plane that I brought to Poland (Cessna 140 from 1946, S/N 10231) is currently airworthy, but I'm having problems with registering it in Poland.
Unfortunately the process of distinction and classification in Poland is rather complicated.
Theoretically I could do two things - either carry out an acknowledgement of the A-768 certificate in Poland or register the plane under the "Special" category after fulfilling specific conditions.
I have consulted some Cessna representatives from Europe and Czechia among others on this issue - an acknowledgement of the A-768 has been carried out before, but it took two and a half years and was extremely costly. I would naturally like to avoid such situation.
It's vital here to state whether the Cessna 140 certificate no. A-768 is in accordance with the ICAO Annex 8 or not.
IF I prove that the A-768 Certificate is not in accordance with the annex, I can register the plane under the "Special" category with no issues, which would make it much easier.
I have contacted the FAA both by mail and email, but they have directed me to the Certificate Type Owner, which is the TEXTRON company.
From there I have received the following answer:
Good day
The Cessna 140 model is not believed to have had any certification efforts towards compliance with ICAO Annex 8. There is a small amount of export information listed in TCDS A-768.
Despite such correspondence, the Polish Aviation Authority believes that since the plane has the A-768 Certificate, this certificate is compliant with the ICAO Annex 8.
This is where my question stems from:
Is there any document to confirm whether the A-768 Certificate is or is not compliant with the ICAO Annex 8? Clarification of this issue is extremely important for the process of utilization of the Cessna 120, 140 planes in Poland and other European countries.
I would really appreciate it if you could help me with this issue.
