This is what the AD bulkhead should look like, look for the lip from the outside, these pics from different planes. As far as without the reinforcement,
I assume it means the anchor nuts for the bottom rudder attach point? I don't know, probably use a flexible borescope and maybe get a look from the inside I guess if you can't see anything on the outside. Removal of rudder perhaps.Inspect the lower right-hand corner of the cutout in the fuselage rear bulkhead for cracks which usually extend down to the rivet holes at the nearest anchor nut. If cracks are found, install the new type bulkhead with reinforcement channel added per Cessna Drawing No. 0412169.
