The wheel extenders may be required by the O290 STC. Check your paperwork.

They are a Cessna approved part for the 120/140, so they can be installed with nothing other than a log book entry. No STC or other approval is required.

Weight in the tail is for the (flying) CG and is not related to the wheel extenders.

Removing the extenders will make it easier to nose over. However, it will also improve the overall ground handling, so maybe a wash. If you want the best of both worlds, get a set of late style, forward swept landing gear springs.
