What paperwork is required when installing the Uavionix tail light assembly on a 140? Form 337?

If you go the Aircraft Spruce website and look up the unit that you are looking at they answer dozens of questions on installation and what needs to be done to make it legal. If you bought it new all of the paperwork and installation information should be with it.
Yes, a 337 is required. If you have the skills you may find an IA to work with to supervise the installation if you want to do it yourself.
