Does anyone know if this is an STC or is it something that cessna offered as optional?

An option. Some refer to them as "training wheels". Search the forum for other opinions...

My 140 came with wheel extenders. Removed shortly thereafter. What a difference in handling, tire wear, etc. Prior to removal, the tail wheel would touch down first during three pointers which might have led to failure of the bolt holding the tail spring set to the tail spring bracket. IMHO they might be better used as boat anchors. Also they look funny.
