Just to give an update here. I'm not sure if the OP ever went down the O-320 rabbit hole, but I have been.

I spoke pretty extensively with the ACO here in LA. It would be very expensive to develop a new STC, no matter how motivated I am. However the ACO suggested you can talk to the STC holders of other engines or airframes and see if they are willing to add your type or engine. Depending on the data available for that STC, it may be able to be added with very minimal effort.

I've spoken to one of the companies who offer the O-320 STC for the C150 and they were open to adding the C120/140 to their current STC, depending on what the FAA requests for documentation. I am hoping they don't need much as the early 150s have the same fuselage and even some of the new 150s have the same firewall foreword.

The other option is to talk to the O-290 120/140 STC holder and see if they'd be willing to add the O-320 to their STC. I am not sure if that STC holder is still active though.

Regardless, the O-320 is very appealing to me as a replacement to my O-290, it has the same weight with an additional 25hp, the same engine mount and very similar fuel burn.

FAA won’t allow you to go that route, many have tried, you can go Experimental for a short time to develop an STC, but to go Experimental in order to stay that way, the FAA won’t allow it.
