My drag wire inspection holes were never cut out. AD 48-25-03 says to place aft of rear spar.
The rings are forward. My IA is wondering. I suppose to inspect they could be cut out, but to tighten nuts would have to cut new insp holes aft. Seems like should just cut new inspect holes aft. I have service letters 27 and 37. Any ideas. Thanks, Frank

To be blunt, it's an AD. You don't have much latitude in how to comply.

Yes of course, the new holes will be put in the correct position. After owning my 140
34 yrs and having so much work done to improve it that all the ADs were complied with.
In this case insp rings were there, just in the wrong place!
A new IA found this at annual, always have heard its good to have someone new look at your airplane.
