Hello everyone, I'll start by apologizing for revisiting a topic that has probably already been covered in detail in the forum.
I'm a new 140 owner and am going through my first annual inspection. My question involves the rear bulkhead reinforcement AD, 47-50-02. The Cessna service letter 46, which addresses this same topic, suggests that the vertical stabilizer be removed for the inspection. Is this actually necessary? Is there some other way to confirm if this fix has been applied to my plane? Appreciate the advice.

If the doubler is installed you should be able to see the top of it by looking into the hole where the lower elevator horn enters and seeing a sort of shelf.
